On December 6-7 by invitation of the CoE Directorate General Human Rights and Rule of Law Chief of International Relations Unit Mykhailo Akimov took part in international seminar «Role of Police in Combating Discrimination» organized jointly by Directorate of Human Dignity and Equality and Information Society and Action against Crime Directorate held in Strasbourg (France).

Organizers warmly welcomed representatives of law enforcement educational establishments from Austria, Bosnia and Herzegovina, Armenia, Georgia, Cyprus, Latvia, Lithuania, Macedonia, Poland, Serbia, Ukraine, Germany, France, Czech Republic and police officers from Albania, Great Britain, Greece, experts from the Council of Europe, CEPOL, Belgium and Ireland.

According to the program of the seminar experts provided presentations on the following topics:

European standards of discrimination combating;

Key provisions and terms of The European Code of Police Ethics;

Basic recommendations for training of police officers responsible for hate crimes investigation (sexual orientation and gender identity discrimination);

Influence of «police culture» on law enforcement activity;

Concept of non-discrimination and relations with community;

Police officer as a key factor in anti-discrimination policy.

All presentations were prepared using case study approach (crimes committed against representatives of ethnic and religious minorities, refugees, LGBT and physically disabled persons).

Participants took part in discussions which followed every presentation and had a unique opportunity to exchange valuable practical experience.

EU states’ methodology on hate crime prevention is of great importance for Ukraine – all materials will be thoroughly studied by the relevant NAIA structural units.
