Discussion of prospects for the introduction of technical innovations to the practice of crime detection
25-02-2021On February 25, the National Academy of Internal Affairs hosted a meeting of the interdepartmental scientific-practical round table devoted to the use of modern science and technology in crime detection.
The guests were represented by the representatives of operational services of the central office and regional departments of the National Police, the Verkhovna Rada Committee on Law Enforcement, heads of departments of leading educational institutions, foreign experts, and more than 100 well-known scientists and practitioners from all regions of the country.
The round table was held as part of events dedicated to the 100th anniversary of the NAIA. The theme of the event was chosen not by chance, because the vision of the Academy is leadership in the education system among the law enforcement agencies and the introduction of innovative technologies in educational and research activities.
At the beginning of the round table, the rector of the NAIA, General of Police of the Second Rank Volodymyr Cherniei, addressed a welcoming speech. He noted that the main priority for the Academy is to improve all types of professional training for police officers, who master modern methods of detecting and investigating crimes.
"To do this, we have introduced new relevant specializations for the training of specialists for criminal police units. Future investigators and operatives are mastering the technologies of cyber intelligence, criminal analysis, intelligence and operational-technical measures, polygraphic examinations, - noted Volodymyr Cherniei. - We also prioritizing the scientific and expert support of the Verkhovna Rada Committee on Law Enforcement. We are grateful to them for improving the legislative support of the Department of Operational and Investigative Activities. This specialization has been assigned to the Academy since the 1960s."
The Rector of NAIA wished all participants of the event fruitful work, effective exchange of experience and professional achievements.
The moderator of the event - the Head of the Department of Operational and Investigative Activities of NAIA, General of Police of the Third Rank Serhii Tikhonov emphasized, that the purpose of the round table is to attract as many innovations and technological solutions (which are already actively used in other countries, but are not yet used in the process of solving crimes) as possible.
Adviser to the Minister of Internal Affairs of Ukraine, General of Police of the First Rank Serhii Kniaziev, drew the attention of the audience to the fact that the topic of the round table is relevant and extremely important in today's conditions.
Volodymyr Zakharchenko, People's Deputy of Ukraine, Member of the Verkhovna Rada of Ukraine Committee on Law Enforcement Activities, addressed the audience: "We are seeing how crimes are being transformed, and criminals are increasingly using digital technology to commit crimes. Operational and investigative activities must also be ahead and use the latest technological solutions".
Volodymyr Baranets, Deputy Head of the Secretariat of the Verkhovna Rada Committee on Law Enforcement, thanked the Academy for organizing a scientific platform that unites professionals in the field of practical law enforcement and leading scientists.
"It is extremely important that scientific developments are applied in practice, that all developments are not introduced only on paper, but are actively implemented and are useful to society," added Volodymyr Martynenko, Chairman of the Public Council at the Ministry of Internal Affairs of Ukraine.
The Head of the State Migration Service Maksym Sokoliuk spoke about the peculiarities of the creation and usage of biometric databases.
Mykhailo Kuznietsov, Chief of the Operational and Technical Measures Department of the National Police of Ukraine, gave examples of the use of the latest technologies to establish the suspect's identity and location.
Colonel Andrii Niebytov, the Head of the Directorate General of the National Police in Kyiv Oblast, shared his experience in detecting crimes with the help of operational units.
The presentation of the director of the State Research Forensic Center of the Ministry of Internal Affairs of Ukraine Serhii Krymchuk, concerning the subtleties of DNA identification, aroused special interest of the audience.
Speakers with the active participation of cathedrals and scientists of the Academy actively discussed the effectiveness of crime detection, shared modern technical innovations in the system of video surveillance, identification, digital forensics and more.
Foreign experts also joined the discussions. The presentation was made by the former Head of the London Underground Police Andrew Campbell Watson.
Young researchers also took part in the round table. In particular, Victoria Buyalska, a third-year cadet of the ESI № 1 of NAIA, reported on the results of a study on the specifics of detecting crimes in the field of drug trafficking using innovative technologies (messengers and social networks).
Finally, the participants of the round table noted that the range of scientific and practical interests currently requires special attention to the issues of legislative consolidation of human genetic information, collection of electronic (digital) evidence and conducting operational and investigative measures in new realities.
It is generally believed that the proposals and recommendations developed by scientists and law enforcement specialists, as well as the joint efforts of foreign partners, deputies, government officials and heads of interested agencies can ensure the real implementation of all innovations that will reduce crime in Ukraine.
