On the occasion of the International Anti-Corruption Day on December 9, the National Academy of Internal Affairs launched a two-day anti-corruption marathon - V International Scientific and Practical Conference "Implementation of State Anti-Corruption Policy in the International Dimension", organized by the Ministry of Internal Affairs of Ukraine, National Academy of Internal Affairs, European Union Advisory Mission to Ukraine, National Academy of Legal Sciences of Ukraine and Public Union "Center for Prevention and Combating Corruption".

For the first time in five years, the landmark science event is being held online for two days and under the conditions set out in nationwide measures to prevent the spread of COVID-19. Adhering to the restrictive anti-epidemic requirements, the conference organizers held a briefing for the media.

Opening the conference, the rector of the NAIA, Police General of the second rank Volodymyr Cherniei, outlined the role of the Academy in the systematic implementation of anti-corruption measures.

The following persons expressed their opinion during the conference: Anton Gerashchenko, Deputy Minister of Internal Affairs of Ukraine; Antti Juhani Hartikainen, Head of the European Union Advisory Mission to Ukraine; Oleksandr Petryshyn, President of the National Academy of Legal Sciences of Ukraine; Denys Monastyrskiy, Chairman of the Verkhovna Rada Committee on Law Enforcement; Halyna Yanchenko, Deputy Chairman of the Verkhovna Rada Committee on Anti-Corruption Policy; Maksym Tsutskiridze, Deputy Chief of the National Police of Ukraine - Chief of the Main Investigation Department; Oleksiy Ilyashenko, Deputy Minister for Veterans Affairs of Ukraine on European Integration; Vitalii Vasylyk, Deputy Minister of Justice of Ukraine; Andriy Zabolotny, Deputy Head of the National Agency of Ukraine for Civil Service Affairs; Filip Pronin, Deputy Head of the National Agency of Ukraine for Detection, Investigation and Management of Assets Obtained from Corruption and Other Crimes; Volodymyr Martynenko, Chairman of the Public Union "Center for Prevention and Combating Corruption", Chairman of the Public Council at the Ministry of Internal Affairs of Ukraine, Member of the Board of the Ministry of Internal Affairs of Ukraine.

The conference was the final event, which was preceded by international scientific and practical conferences held in higher education institutions of the Ministry of Internal Affairs of Ukraine. More than 1,000 participants joined this scientific marathon. More than 1,000 respondents took part in the survey, and more than 200 researchers published scientific abstracts on the topic of conference. In total, anti-corruption measures involved more than 2,500 participants from 17 countries.

As a practical implementation of all initiatives, created on the basis of NAIA together with international experts, training programs in "anti-corruption management" have been introduced not only for police personnel but also for various categories of civil servants and local government officials in all regions of Ukraine.

Volodymyr Martynenko and the Vice-Rector of the Academy, Police Colonel Serhii Cherniavskyi, demonstrated slides, showing graphs with statistics on law enforcement expenditures and the maximum number, compensation for material damages for criminal offenses, the results of combating bribery and detected administrative offense related to corruption.

Summing up the results of the first day of the conference, Serhii Cherniavskyi noted that the organizing committee managed to form and publish abstracts in two volumes, summarize the proposals for improving anti-corruption policy, submit to the participants of the scientific meeting draft recommendations containing scientifically substantiated amendments to the legislation, recommendations on the practical implementation of preventive anti-corruption measures and the principles of relevant specialization training, which will work with competent institutions.

We are convinced that the proposals and recommendations on combating corruption developed by scientists, public sector managers, experts and members of the public, as well as the joint efforts of foreign partners, deputies, government officials and heads of interested departments will ensure the real implementation of all these developments, which will help reduce the level of corruption in Ukraine.
