The III International Scientific and Practical Conference on the Implementation of the State Anti-Corruption Policy, dedicated to the International Anti-Corruption Day, was held on December 7, 2018, at the National Academy of Internal Affairs.

Participation in the event was taken by: Deputy Minister of Internal Affairs Kovalchuk Tetiana; scientists and specialists from the National Academy of Internal Affairs; Head of the EU Consultative Mission in Ukraine Lančinskas Kęstutis; First Deputy Chairman of the Verkhovna Rada of Ukraine Committee on Prevention and Counteraction of Corruption Yuriy Savchuk; Head of the non-governmental organization "Center for the Prevention and Counteraction of Corruption" Volodymyr Martynenko; public activists and other stakeholders. In general, about 300 representatives of various fields of activity, international experts, and public sector managers joined the dialogue.

During the conference three different sections (with different specializations) have been working:

– corruption as a worldview problem;

– legal mechanism of liability for corruption offenses;

– organizational and practical issues made for prevention of corruption.

The participants of the dialogue discussed a number of topical issues in the field of counterwork against corruption. In particular: legal aspects of the formation and implementation of the state anticorruption policy; introduction of educational programs for youth; processes of improvement of Ukrainian legislation system for further prevention of corruption; methods of reduction of corruption risks in the state-development system; taking into account European experience and standards in combating and preventing corruption.

During the work inside one of the sections, the automated workplace for the authorized person specialized on issues of prevention and detection of corruption inside the Ministry of Internal Affairs and the National Police was developed. Whole team of scientific laboratory-experts from the Academy and the specialized department of the Ministry of Internal Affairs worked on it.

Taking into account the urgency of the subject, new specialization and training program "Anticorruption Management" was created on the basis of updated educational guidelines, in conjunction with international experts. The profiling of departments and scientific subdivisions was implemented. New laboratories, specialized on anti-corruption and psychophysiological research have been created. The center of training and advanced training for polygraph examiners is arranged with the usage of modern technology. During the year a series of trainings, seminars and conferences on working with corruption cases was held.

Thus, in his speech, the vice-rector of the Academy Serhii Cherniavskyi noted that with the support of the leadership of the Ministry of Internal Affairs and the National Police, training for students on methods of criminal analysis and computer intelligence will be successful. Such methods are widely used in EU countries as a means of combating corruption. Also, attention is focused on improving the skills of teachers and scholars.

Participants of the conference and other viewers were able to acquire new knowledge and skills for their further application in professional activities. They were able to exchange experience and establish cooperation in the field of combating corruption.
