The International Scientific and Practical Round Table "Countering Raiding in Ukraine" took place at the Academy
02-12-2021On November 26, the International Scientific and Practical Round Table "Countering Raiding in Ukraine" was held on the basis of the National Academy of Internal Affairs.
The event was held in a mixed format. The speakers represented all branches of government and the business community, well-known scientific institutions, educational institutions, international expert groups and law schools. The co-organizers of the round table were: Business Protection Office at the Ministry of Internal Affairs of Ukraine, the USAID AGRO Program, and the Public Anti-Raider Platform.
The National Academy of Internal Affairs provided a scientific platform for discussing the provisions of draft laws of Ukraine: "On Amendments to Certain Laws to Improve the Anti-Raiding Mechanism", "On Amendments to Certain Legislative Acts of Ukraine on Improving the Regulation of Notarial Activities" and "On Amendments to the Criminal Code of Ukraine (on the Criminalization of Raiding)."
Opening the meeting, the Rector of the Academy, Doctor of Law, Professor Volodymyr CHERNIEI noted that during the XX and XXI centuries, raiding became a real threat to the economic security of the country as a complex illegal phenomenon. Despite the strengthening of legal responsibility, the legal regulation of counteracting this phenomenon by the level of aggression does not fully meet the challenges of today. Therefore, the need to adjust the rules of administrative, civil and commercial law is extremely important.
The participants were greeted by the following guests: Serhiy IONUSHAS, Chairman of the Verkhovna Rada Committee on Law Enforcement; Vitaliy VASYLYK, Deputy Minister of Justice of Ukraine; Anton GERASHCHENKO, Adviser to the Minister of Internal Affairs of Ukraine, Coordinator of the Business Protection Office at the Ministry of Internal Affairs of Ukraine; Halyna YANCHENKO, People's Deputy of Ukraine, Chairman of the Temporary Special Commission of the Verkhovna Rada of Ukraine on Protection of Investors' Rights; Hryhoriy MAMKA, People's Deputy of Ukraine, Deputy Chairman of the Verkhovna Rada Committee on Law Enforcement; Anatoliy KINAH, President of the All-Ukrainian Public Organization "Ukrainian Union of Industrialists and Entrepreneurs"; Anna FEDUN, USAID AGRO Legal Adviser, Attorney; Dmytro KULIBABA, Deputy Executive Director of the All-Ukrainian Association of Communities.
Following authoritative domestic experts also joined the active discussion of the round table within the section discussions: Diana KOLOMIYTSEVA, Managing Partner of "Bossom Group" juditial agency; Olga ONISHCHUK, Head of the "Legal Security of Property Program" of the Ukrainian Institute of the Future; Olga MATVIEVA, Director of the NGO "Business-Guard"; Volodymyr MARCHENKO, President of the Notary Chamber of Ukraine; Artem SHEVCHYSHEN, Head of the Service Crimes Investigation Department of the Corruption Crimes Investigation Department of the Main Investigation Department; Gennady ZELENOV, Deputy Head of the Analytical and Legal Department, Head of the Legal Department of the Supreme Court; Kateryna GUPALO, co-chair of the American Chamber of Commerce in Ukraine, partner of Arzinger Law Firm, and others.
Proposals for changes and additions to the bills submitted for discussion by the National Academy of Internal Affairs were made by Tetyana USTYMENKO, Professor of the Department of Civil Law, and Oleksandr SMAGLYUK, Associate Professor of the Department of Criminal Law.
The results of the event were summed up by its moderators: Serhii CHERNIAVSKYI, Vice-Rector of the National Academy of Internal Affairs, and Tetyana ZELKINA, Secretary of the Business Protection Office at the Ministry of Internal Affairs, Senior Lecturer of the Criminal Procedure Department of NAIA.
