On February 22, 2019, the National Academy of Internal Affairs awarded certificates on the successful completion of the training on ensuring the public order. Training was held by the European Union Advisory Mission to Ukraine to the representatives of the National Police General Directorate in the Kyiv, Dnipropetrovsk, Ternopil and Poltava regions and to the Office of the Patrol Police in Kiev region and Kiev itself.

The event began with introductory speeches, implemented by the head of the academy Volodymyr Cherniei, the Deputy Head of the National Police of Ukraine Oleksandr Fatsevych, the head of the law enforcement department of the EUAM in Ukraine, Khildehard Buitnik, the trainer on the issues of public order protection of the EUAM in Ukraine, Ola Volter.

The introduction of the Scandinavian model for ensuring public order in Ukraine will help to improve the effectiveness of the police forces. The most important task of all participants in this training is further realization of the experience acquired in practical activity and educational process; the introduction of this field experience, since a new approach to public order will be an important step towards full updating of policing practices in Ukraine, through which mass gatherings will be formed as the right of people to be protected, not a threat that should be feared.

Training for police on the basis of NAIA has two stages and lasted from January 21 to February 1 and from February 11 to February 22, 2019. The training consisted of theoretical and practical parts. The main issue during the discussion was the peculiarities of the Scandinavian model of public safety and order protection. Similar trainings were already held in September-October 2017.

For the training on tactical methods of special equipment usage, the students of the Institution № 1 of the National Academy of Internal Affairs, who together with the first special police regiment, worked out on practice the knowledge gained during the training of the EUAM in Ukraine regarding the implementation of the 'Scandinavian model' of public security and order.

The course involves the training of commanders of three levels: strategic (corresponding to the European "gold"), operational ("silver") and tactical ("bronze"). The purpose of the training is to educate the personnel of the National Security Service for prevention of crisis situations and conflicts between the participants of the events, as well as between them and the law-enforcers.

The main principle of the Scandinavian approach is "knowledge", "promotion", "communication", "differentiation". Consequently, the role of the police is to guarantee the protection of the rights of participants in the peaceful assembly, but not to restrict their rights.

According to the Order dated August 23, 2008, No. 706 of the Ministry of Internal Affairs of Ukraine "On Approval of the Concept for the Introduction of the Scandinavian Model of Public Security and Order Provision during the Mass Events and Activities for the Police Offices of the National Police of Ukraine", the National Police of Ukraine has elaborated a plan of measures for the implementation of this Concept, and training specified in Oder № 706 was carried out.
