"Сonstitution in practice"
19-10-2017On October 12-15 a 4-day workshop "Сonstitution in practice" was held in Kyiv organized by Democracy Reporting International (DRI) in cooperation with the Venice Commission (CoU).
"We selected 30 participants from 11 regions of Ukraine to deepen the understanding of European constitutional practice through intensive lectures and discussions " mentioned Dmytro Filipenko, regional reopesentative of DRI in Ukraine.
Venice Commission (CoU) Project Coordinator in Ukraine Serhii Tkachenko stated that "The Council of Europe is taking maximum efforts to make Ukraine closer to European standards. It is a pleasure to introduce the members of Venice Commission professor Osman Kan judge of Constitutional Court of Moldova Alexandry Tenase to the participants". Leading experts from Ukraine, Germany, Lithuania, Turkey, Moldova and DRI Office in Ukraine.
According to the results of preliminary selection procedure, NAIA cadet (Institute № 1) Artem Burtak also joined the team of young lawyers, NGO members and students.
Workshop agenda included theoretical and practical issues of constitutional law development in Europe and the US, national judiciary systems including complaint submission mechanisms, constitutional processes in the crisis environment etc.
DRI Constitutional Adviser Mykola Hnatovskyi opened the first day with his report on political transformations and its influence on protection of key constitutional concepts – human rights and freedoms, passing the floor to his colleagues – DRI Senior Constitutional Adviser Anton Liovin (methodology of perspectives and risks assessment), President of National University “Kyiv Mohyla Academy” Andrii Meleshevych (a landmark US Supreme Court case «Marbury versus Madison» (1803) and associate professor of Vilnius European Humanitarian University Maksym Tymofeiev.
Participants also had a unique opportunity to be engaged in parliamentary and court debates.
