Within the framework of EUAM Public Order Protection Program specialized practical course for 22 police public order units' commanders (including senior-ranked officers) was launched on September 26th at NAIA Special and Physical Training Unit.

These practical trainings are an element of EUAM LEA reforming project targeted at implementation of new pubic order protection model for violence risks minimization. The course agenda will be delivered by Swedish and Danish police officers with particular focus on so called "Scandinavian POP model" recognized as one of the most efficient in Europe.

Participants will be provided with the best European methodology of negotiation conducting, "invisible" surveillance over mass gatherings and "crowd psychology" based on EU LEA pilosophy stating that any mass gathering is foremost "a right to be protected but not the threat to be eliminated". NAIA SPTU provides all necessary resources including multimedia systems and fully equipped shooting ranges and training areas.

The official ceremony was opened by Deputy Minister of Internal Affairs Tetiana Kovalchuk, Deputy Head of NPU Oleksandr Fatsevych and Deputy Head of EUAM Joelle Vachter. Ms Vachter explained that all methodology presented in the course program has been successfully tested during 15 years in EU member states ensuring the highest level of efficiency both for LEA and the community.

Tetiana Kovalchuk noted that citizens' expectations must be taken as a reform background with state determination to provide safe environment. Ukrainian LEAs are gradually transformed into service-oriented system with its core principle unchanged - "to serve and to protect".

A panel discussion was also held for the participants to exchange thoughts and ideas.
