Introduction of the "Custody Records" system in the educational process of the Academy

On February 9, Deputy Minister of Internal Affairs of Ukraine Kateryna Pavlichenko and the Academy's leadership have met with international partners at the NAIA suburban location (Educational and Research Institute № 1), where guests were acquaint with features of the Police Department training ground. The unique facility was created and equipped according to the Custody Records system with the support of the EU Advisory Mission to Ukraine and the National Police of Ukraine.

The presentation was attended by the Head of the EUAM Antti Hartikainen, the Head of the Operational Department of the Mission Udo Möller and the Head of the Human Rights Department of the NPU, Police Colonel Ruslan Goryachenko.

Guests were able to see the benefits of the modern "Custody Records" system, which provides round-the-clock automated video and audio recording of detainees in police stations with digital processing and analysis of relevant information for such surveillance. In most European countries, the use of these systems minimizes the human factor and helps to protect detainees from wrongdoing and violence against them, and police officers from baseless accusations and provocations. Authorized officers (human rights inspectors) monitor all actions taken by detainees from the time they are actually delivered to the police station until the court selects a measure of restraint and sends the person to pre-trial detention or release from custody.

The use of the latest Police Department landfill with the "Custody Records" system is extremely important in the professional training of law enforcement officers, given the guarantees of human rights recognized by the European community. Experienced teachers of the Academy help students to practice the skills of dealing with detainees, simulate procedural actions on specific cases, practice the response of police officers in emergency and extreme situations.

Addressing the participants of the initial vocational training courses, Kateryna Pavlichenko noted that the implementation of the "Custody Records" system in the territorial divisions of all regions of the country is one of the priorities set by the Minister of Internal Affairs.

Introduction of the

Antti Hartikainen, noting the positive results of many years of cooperation with the Ministry of Internal Affairs and the NAIA in improving the training of the new generation of security professionals, said that such trainings help change the way police officers think; that transparency and accountability are essential factors in strengthening citizens' real trust in the police.

Expressing sincere gratitude to colleagues and partners for assistance in updating the educational base and creating comfortable learning conditions for all categories of students, the Rector of the Academy, Police General of the First Rank Volodymyr Cherniei stressed on the importance of strengthening the practical component of future police officers training. In this regard, the institution has set a number of urgent tasks that can be successfully implemented.

In the final presentation, Ruslan Goryachenko, Head of the Human Rights Department of the National Pedagogical University, analyzed specific situations of the "Custody Records" system usage in some territorial units with conclusions on the legality of actions and mistakes that police officers may make.

After the official part of the event, the guests inspected the material and technical base and infrastructure of the Academy, talked to representatives of the permanent and variable staff of the university.
