This event was organized by the MIA of Ukraine, National Academy of Internal Affairs, EUAM in Ukraine, National Academy of Legal Sciences of Ukraine and “Center of Corruption Prevention and Combating” on International Anti-Corruption Day launched in 2003 by the General Assembly of the United Nations.

Its key aims – exchange of experience and discussion of current state anti-corruption policy issues; formation of policy subjects; analysis of corruption risks in the corruption prevention system; legal views on corruption cases investigation; international legal standards of corruption combating; criminal responsibility for corruption; coordination and control of executive bodies’ activity on corruption prevention; improvement of Ukrainian anti-corruption legislation; specialized training programs for anti-corruption experts.

The conference was attended by representatives of international organizations, Verkhovna Rada of Ukraine, MIA of Ukraine, State Border Service of Ukraine, State Emergency Service of Ukraine, National Police of Ukraine, National Anti-Corruption Bureau of Ukraine, National Agency for Corruption Prevention, Security Service of Ukraine, Administration of the President of Ukraine, General Prosecutor’s Office of Ukraine, Specialized Anti-Corruption Prosecutor's Office, Ministry of Justice of Ukraine, Ministry of Youth and Sports of Ukraine, National Bank of Ukraine, Kyiv Municipal Administration etc.

Before the event was opened all participants and guests held a moment of silence in memory of law enforcement officers who died in the line of duty protecting state sovereignty and order.

Rector of NAIA Volodymyr Cherniei opened the conference with greetings and stressed on the importance of such events held in correspondence with the EU Action Plan on Anti-Corruption Initiative Implementation in Ukraine – in 2016 a number of achievements can be identified in this area including adoption of specific laws defining the criminal responsibility for this category of crimes. Of the highest importance is completion of harmonization process launched to “reshape” national legislation in full accordance to norms and standards of international law. «Legislative reset of corruption prevention and combating system requires relevant transformations to be set in law enforcement sector including state institutions responsible for financial investigations.

The abovementioned requires substantial improvement of basic and postgraduate training of law enforcement responsible for detection, recording and investigation of corruption. NAIA is contributing actively to this process as its unique structural unit – Institute of Postgraduate Training – provides educational services including advanced course for state officials and local authorities staff responsible for corruption prevention: wide range of scientific research activities and projects is launched resulting in publishing of manuals, journals, instructions etc. Volodymyr Cherniei also expressed his hope for the joint activity of foreign partners, state agencies, scientific centres and institutions to contribute to implementation of state anti-corruption policy in education and assured that NAIA was ready to discuss all possible options and formats of such cooperation.

After the conference all participants agreed to send the concluding recommendations to relevant state institutions.
